The GISD Board adopted goals on January 18, 2022 for the 2022-2023 academic year with an emphasis in two areas: student academics and local community priorities.
Student Academics, as measured by:

College, Career and Military Readiness
All GISD graduates will meet College Career Military Readiness (CCMR) standards by 2025. CCMR performance is measured via several indicators, including student performance in reading and math.

Literacy + Numeracy
- 3rd Grade Literacy
All 3rd grade students will demonstrate grade level literacy (phonics, phonological awareness, vocabulary, fluency, oral & reading comprehension, writing) by the end of 3rd grade, Aug 2025. Grade-level literacy is determined by multiple measures, including but not limited to NWEA MAP, STAAR, DRA, & standards-based teacher assessments. - 3rd Grade Numeracy
All 3rd grade students will demonstrate grade-level numeracy (number sense, patterns & relationships,problem solving) by the end of 3rd grade, Aug 2025. Grade level numeracy is determined by multiple measures, including but not limited to NWEA MAP, STAAR, & standards-based teacher assessments.
- 8th Grade Literacy

STAAR and EOC Performance
Student achievement on state assessments in all grades, all subjects, at the passing level will increase from 64% to 85% by August 2026.
Local Community Priorities, as measured by:

Learner Profile Progress
All students will receive targeted feedback, set goals, and track progress on Learner Profile growth by August 2025.

Community Based Accountability System
Develop and implement the pilot community-based accountability system.

Social Emotional Learning
Implementation of the phase-in plan toward the development of SEL competencies for all GISD students.

House Bill 3 Goals and Annual Targets
In accordance with legislation in Texas’ House Bill 3 (HB3), Georgetown ISD’s Board of Trustees adopted HB3 Goals and Annual Targets in January of 2021. These goals are specific to the areas of:
- Student performance on 3rd grade Reading STAAR,
- Student performance on 3rd grade Math STAAR, and
- Student qualification as College, Career or Military Ready by graduation.
HB3 goals are established to be attained by the end of the 2024-2025 school year. The GISD Board also adopted annual targets for each of the three goals, including a target each year for each student group. The Board of Trustees receives updates on progress toward these goals and targets in Board Workshops.
